Wel, its seems perfectly reasonable to me to have "standard" packages
in /usr/share/xemacs/xemacs-packages and local or third-party packages
in /usr/local/share/xemacs/xemacs-packages.
That would have made it much easier for a user to understand
what's
going on.
If XEmacs is behaving strangely, it's always a good idea to check for
shadows: M-x list-load-path-shadows. I think should make it pretty
clear, too, although it's a relatively expensive check.
