At a guess, looking at these two lines

CVS is exiting unsuccessfully.

What happens if you run cvs diff directly in that directory?
I tested it with "cvs log file.cpp; echo $?" : It always returns 0, while
in xemacs the error occurs always...
It would be interresting, how the commandline looks exactly. I suspect
it's only 'cvs log', but I'm not sure since I am not goot at lisp...
One other thing: If I try this with a svn working directory, I get exactly
the same errors, so it seems it's not a cvs problem... And it worked like
a charm with the "old" vc...
By the way: my cvs version ( the latest from debian etch) is:
cvs --version
Concurrent Versions System (CVS) 1.12.13
(client/server)
