Could you be more specific in the error message? Neither the 21.0 nor
the 20.4 source contain any obvious curses version check.
For instance have you checked that all your support libraries
(f.i. like libgpm) use the new ncurses?
AFAIK there is no reason XEmacs shouldn't run with ncurses 4.x
