Yes, they are. There is no conflict as I wrote the patch; this is
intentionally done conditional on (featurep 'xemacs). Probably that
the other autoloads should be moved into auc-tex/auto-autoloads.el for
XEmacs, but I don't know enough to be sure.
tex-site.el may still be a good idea, just like the various package
specific init files (.vm, .sc, ...). But this does conflict with the
idea of trying to do everything via Custom.
