That's a good guess, but happens to be wrong.
"Auto" and "Raw" refer to character coding and not to EOL processing
at all. You have forced the character coding to "autodetect", and it
stays that way because non-Mule XEmacs (ie, pre 21.5.6 on Windows) has
no detection logic. I guess we could add some code to force that to
"Raw" in no-Mule XEmacsen (because "Raw" is the only way that they
know how to process character codes), but it would be a lot of
effort for little gain.
I'll put something in the FAQ and the User's Guide.

EOL processing is indicated by the presence of :t (Mac) or :T (DOS),
or their absence (Unix).
