If this is basically equivalent to git submodules (which are
implemented as pointers to commits in different repos), I'm all in
favor of it. Note that CVS doesn't have any way of replicating past
revisions tree-wide at all! Unless there's a tree-wide tag, and the
Mercurial semantics should be the same (maybe we need a script).
