On my Debian system mail is mailx, which doesn't document any way to
add arbitrary headers. I don't know how much more crippled you can
get than that (except for cat | sendmail, q.v. :-).

sendmail < mail-with-all-user-headers xemacs-patches(a)xemacs.org
doesn't work? IIRC sendmail-compatible MTAs will provide Date and
Message-ID fields if you don't, as they are required by RFC 5322 (and
all predecessors). So you need From, To, Subject, X-XEmacs-Changeset,
and a blank line. Anything else?
