Go to http://*alioth.debian.org/ to request one. If you are not a Debian maintainer, your requested account name will automatically have "guest" appended to it. You may or may not want to take that into account (eg, I'm "unwelcome-guest"). Once you've done that, send xemacs-services(a)xemacs.org your account name, say you want website update privileges, and we'll set up privileges for you.
