Yes.
I put ~/emacs/xemacs.hg/xemacs-packages.elc into
XEMACS_INSTALLED_PACKAGES_ROOT, but I had to go one level down when
specifying --with-package-path=... in the ./configure file.
I'm sorry but I don't understand this but...
