*shrug* Packages are still packages. Don't install them, you'll get
errors when you try to use uninstalled facilities. Just like the
error that started this thread, except that it will depend on much
more specialized facilities that really are optional in Mule (unlike
coding systems, which have to be supported for Mule where relevant).
Hmm, but ... of course the kind of thing that happened with hexl-mode
will become more common as people start to think of Mule as the LCD of
Emacsen, and start to assume that "basic" mule facilities are

Nope, nothing there that anything else might depend on (except locale,
take two, they're small ;-). Maybe mule-base, but I think most of
that really could be split out into other packages, it's full of
Asian-language-only utilities. Or what's really necessary could go
back into core.
Bottom line: AFAICT for the foreseeable future, mule as default will
add a few hundred grams of beef to the binary, a bit of extra Lisp in
the installed tree. Nothing like 25MB, unless you want it.
(I can't speak for the default installers, but I'm sure you'll scream
loudly if we go to SUMO-in-source and that includes Mule. ;-)
