Mule: (upcase-region-or-word) doesn't work for Russian

Hello,

I've noticed that when I enter some Russian text and try to upper-case
it, it does not get changed... 

I've setup language environment with

	(set-language-environment 'Cyrillic-KOI8)

Do I need to add something more to make it work?  Could we somehow
make `set-language-environment' to setup case-table automatically? 

As far as I know, FSF Emacs handles this ok.

Btw, what is the status of my Mule-related patches (to docs and to
cyrillic.el?)
