Presumably CYGWIN does that for you, since your Windows environment is
set to German.

AFAICT this is all X11 magic in app-defaults, so you need to set the
appropriate environment variable. LC_ALL=C or LC_ALL=en_US.UTF-8
should do. It may be possible to use site-start.el to get the expr
`(setenv "LC_ALL" "C")' or similar executed before X goes
groveling
through the menubar resources, but I'm not sure about that.
For a permanent effect, deleting the mule-packages/locale package is
the only thing I can suggest.
