[comp.emacs.xemacs] Netinstaller for 21.4

Anybody want to take up this issue? Andy? See http://list-archive.xemacs.org/xemacs-patches/200104/msg00088.html and http://list-archive.xemacs.org/xemacs-patches/200104/msg00089.html for information on how I have documented the updating of the website setup.{exe,ini} from the ftp site. It's not automatic. You have to run make in Download/win32, then checkin the new files.
