Make sure that you have vm-send-using-mime set to nil. If it
is set non-nil, VM will remove the TM related hooks that it
knows about from the buffer local values of mail-setup-hook and
mail-send-hook. This is so that VM's MIME composition function
aren't hosed by what TM tries to do. Obviously this will hose
TM in the current Mail mode buffer, but if vm-send-using-mime
is set non-nil you are saying that you don't want to use TM (in
that buffer).
