Oh, yeah, that is annoying. To get around this bug, I have the
following in my site-start.el (I think this will work in Windows too):
;create $HOME/.xemacs directory if it does not exist
(if (not (file-directory-p (concat (getenv "HOME") "/.xemacs")))
(make-directory (concat (getenv "HOME") "/.xemacs")))
