Yes. Mandrake 9.0 just came out, and tux got slashdotted---they were delivering 4X their (nominal) allocation of 10MB/sec, and were getting requests for 80MB/sec. In fact, their ISP is going to hard-limit their bandwidth explicitly (to 10MB/sec) because of this.
