GIFs masquerading as PNGs (was Re: Toolbar and XEmacs 21.0-b43)

All right. These aren't PNGs, they're GIFs. Karl Hegbloom has posted
messages with a similar problem. Any ideas on what is going wrong?
If it's an XEmacs MIME bug, it needs to be fixed.
