I can attest to that. I attempted to reinstall XEmacs from scratch
using the netinstaller (uninstalled XEmacs and deleted it's
directories) and things got pretty messed up. My investigations found
the following:
* In setup.ini, version was 21.4.10rc2 for the executable packages
* The shortcut pointed to \Program Files...2.4.10rc2\...
* The installation files pointed to the same place
* However, XEmacs was installed in \Program Files...21.4.10\...
I had to modify setup.ini's "Version" setting to get it to install (I
think) correctly.
