We would like the advertising of having you use your @xemacs.org
address on outgoing mail, but it's entirely up to you (or your
university -- see
http://turnbull.sk.tsukuba.ac.jp/banned.html for my
own experiences, I sympathize).

Right. We _need_ an address that gets to you, and as long as your
address @xemacs.org gets to you, we only need to change your real
address in one place.
If you find it convenient to sort mail on your
xemacs.org address, you
can probably arrange that others will generally use it by setting
Reply-To. If you use Gnus, it can probably mostly be done
automagically by using appropriate posting-styles.
