XEmacs and toolbars over a slow link

Any one ever try running xemacs over a slow link? Once in a while, I connect to my home box over a broadband cable connection. The uplink speed is about 300 kbps (downlink is 3-5 Mbps). XEmacs itself is really quite usable over this link, except for one thing. The toolbar keeps redrawing itself over and over everytime I change buffers. Is that supposed to happen? It takes a good 5 sec or more to redraw the default toolbar. Of course, I rarely use the toolbar, so I can just turn it off via the menu (which works just fine at this slow speed).
