Windows - New frame is not initially redrawn

(I mentioned this in passing in a separate report, but it's probably worth its own message) If I open a new frame, via (for example) C-X 5 b *scratch* RET, the new frame is not redrawn initially. It is necessary to minimise and then restore the frame in order to have the contents displayed. The window border is displayed correctly, but the contents is not. Moving other windows over the new frame doesn't cause a redraw - only resizing the frame, or minimising and restoring it, does.
