Next file is "etc/xemacs.1". According to the AUTHORS section of the
file itself Ben Wing wrote the man page. From looking in the ChangeLog
the following contributions can be deduced:

So does this mean that Ben Wing did the writing before 1997?
Anyone of these authors who is known to object to going GPLv3 or
later?
Looking at the actual comments in the ChangeLog might suggest that
some changes are minor and possibly could be viewed as bug fixes more
than contributions. Do you think we should go that deep in the
analysis?
