Problem building packages in a fresh workspace.

I've just had problems trying to build the entire package tree in a freshly made workspace. I checked out the workspace using the form recommended in http://www.xemacs.org/Develop/cvsaccess.html: cvs -z3 -d :pserver:cvs＠cvs.xemacs.org:/pack/xemacscvs checkout packages Builds in this workspace failed because the file meta-targets.rules was missing. Updating the workspace with 'cvs update -d -P' brought in the missing file (and lots of others) and I could then build successfully. Does some CVS module definition need to be updated?
