[Noah has sent me a full update to eldoc.el that will be in the next
package update]

Dear Noah,
JFYI: This is just by code inspection but it seems that under 21.0
this
version will already use idle timers. (This is because in its
fsf-compat package XEmacs-21.0 contains a working version of
timer.el).
Of course itimers are still the preferred interface and will work on
previous XEmacs versions.
Secondly you might want to sent package updates to
'xemacs-patches(a)xemacs.org'. Then they go a more formal process to
make sure they are not lost.
For full updates like Noah (and Michael Kifer and Carsten Dominik) do,
it's fine to just send it to me. It's sometimes less timely than
going through `xemacs-patches', but xemacs-patches is set up to bounce
non-patches so it's more convenient for the submitter.
P.S. I am afraid the disabled-command-hook bug you reported is still
there in 21.0. I have been unable to find the problem up to now.
I poked around extensively with that (and the debug print code I added
accidentally leaked into a beta :-() and was unable to figure out
exactly what was wrong. There does appear to be a problem.
