Huh? I thought Kazuyuki redid that file using texi2pdf.

All of the PDF files should now be created using texi2pdf or pdftex
(which is what texi2pdf uses). If there are any with the ugly bitmap
fonts, please tell us about them.
Yes it should be.
I've checked files (and a4 only this time) on ftp.xemacs.org.
At least the new-users-guide-a4.pdf would be ok with fonts.
Jan, could you please check the representation with new-users-guide,
not `intro'?
