Do you really think that this in any way reflects number of users? I
would say that it has almost no connection to number of users per
platform.

I strongly endorse and amplify Justin's comments.
Every Linux and NT user is also (either by choice, or by
neccessity) a system administrator. Therefore every one will have to
download all the packages that "finish the machine."
At out shop we have 15 developers using Sun workstations; all
which share a /usr/local/bin.
Once every six months we download and install the latest
supported XEmacs.
So, our download should count (somehow) as vote of fifteen...
