Not very much detail, I'm afraid. Jan Vroonhof was working on it,
there were discussions on some other channel (maybe there is a
Customize mailing list or something), but they petered out a long time
ago I gather. There is some partly working code (but completely
undocumented) in the core Lisp (lisp/cus-edit.el would be the place to
start looking), and a very minimal example theme in etc/custom.

It might be good for newbies, but I doubt you'd get a lot of
enthusiasm from the old hands. So you'd probably be on your own in
creating such a thing.
A theme, on the other hand, could easily be derived from current
settings by querying all the customized variables. Naively done this
would contain a lot of redundant or even undesirable information, but
that could easily be improved. This would make it easy for people to
experiment with environments "just like" someone else's, while making
it possible to restore one's own easily (and perhaps temporarily)
without restarting XEmacs. So I would guess that this would be useful
to everybody, and probably you'd get more contribution to that.
All IMHO, of course.
