I just checked the packages directory on
ftp.xemacs.org, everything is
as it should be. There should be both files (.gpg & .pgp).
When the package system was first written it was intended that
PGP verification would be done on the package-index file, hence
'package-index.LATEST.pgp'. Unfortunately that code was never
made to work, but the filename remained.
I fixed the PGP code in XEmacs 21.5 but couldn't use
'package-index.LATEST.pgp' because people using older XEmacsen would
have problems. So because I use GnuPG the obvious answer was to
supply two package-index files. A .gpg that is signed and a .pgp that
isn't signed (for backward compatibility).
