We shouldn't assume that users have cygwin's ftp.exe installed, so we
ought to solve both cases (or insist that all users use Windows'

Michael, efs package 1.25 introduces a new error relative to 1.22 when
used with the Windows' ftp program on Windows 98. Eg on login:

efs is not waiting for the "ls" to complete before moving on to "quote
site idle", and is therefore getting very confused. I haven't figured
what's going wrong yet.
