Hrx. It actually changed the other way. Just plain "packages" was
the name of the directory in 20.4, and we changed it to be xxx-package
for 21.1. However, 21.1 still accepts "packages" for compatibility
reasons. 21.2 won't anymore.
Someone from the pui folks may need to look into this.
