Eons ago, in my MSDOS port of GNU Emacs 19.19 (or so), there was
a
visual bell option that did just this (divide the screen into a 3x3
matrix, and the center block could be flashed as a visual bell
indicator). The idea was that, as one's eyes are often looking near the
center of the screen, flashing the center of the screen would be more
noticeable; flashing the edges/border wasn't considered, as these would
be more likely to be in the user's peripheral vision.
But our eyes are well tuned (by evolution) to notice motion (like
blinking) in the periphery. Blinking of the text I'm looking at is more
annoying than a blink that's still very noticeable but in the periphery.
