No. It's pretty much exactly the same in 21.X.
Or is it just that it is incompatible with our extents?
I wouldn't know. It is true that we do not support the `syntax-table'
property on overlays (i.e. Emacs' (somewhat poorer) version of extents) but
only on text-properties (which are handled separately in Emacs).
I don't see off-hand why extents/overlays would make things that
much worse.
