./configure and package-path

Running just ./configure produces an executable that doesn't look for XEmacs packages in $prefix/lib/xemacs/xemacs-packages. The package documentation at http://www.xemacs.org/Documentation/packageGuide.html#Package_hierarchies says that it should. (I haven't tried the equivalent experiment for Mule packages.) Which is the desired behavior? I think that the latter behavior is more intuitive, and so configure should be fixed.
