Because they're not supported, and they are hard to support well in
current Mule.
They could probably be supported with Aidan's new CCL coding systems
-- once they stop breaking the build.
Mike, you can cvs update, add this to lisp/mule/latin.el, and rebuild. Or
wait for me to do it. (I don’t guarantee we’ll add all the coding systems
you listed, though; some of them really only are used on Windows, and our
Windows build supports them already anyway.)

You can load them if you want; it should work.
Nah. They don’t correspond to Mule character sets.
But what really should be done is to create a special coding system
that
is used only early in initialization to allow XEmacs to find its own
components on the file system, then load everything else on demand.
FSF already have code to autoload coding systems (part of the same work by
Dave Love). I agree that there’s no need for most users most of the time to
have all the coding systems we currently build in, built in.
