[Bug: 21.4.19] Windows XP: can't open files like ~/My Documents/foo.txt

================================================================ Dear Bug Team! On Windows XP, I'm unable to open files in common directories like "~/My Documents". If I had to guess, the problem is with filenames that contain spaces. This seems like pretty basic stuff however I just installed XEmacs and I don't have a .xemacs file.
