Both have to do with running an XEmacs that is not installed in a
fixed place. But the real question comes down to "should typical
users ever specify --with-prefix=no?" I guess.
Right. I suspect the answer is "no".

But we need some way to tell a --with-prefix=no XEmacs where the
packages are at run time.
