Dear Bug Team!
I works for Digital India, in a project called SSU.
We maintain & enhance commands of alpha/UNIX. I wont use xemacs
but I do configure & build xemacs for alpha machines. We have a
problem filed by a person on xemacs, who extensively uses
emacs/xemacs. It looks like this problem has started from xemacs
ver-21.1.7 & onwards. Earlier versions i.e. before 21.1.7(we have here 20.4),
this problem is not there. If you need any other info or I am not
clear please let me know.

I have tested the behaviour on two versions of
xemacs(tested on 21.1.14 & 20.4) I did noticed some changes.
What happened is:
# uname -a
OSF1 mach.xko.dec.com X5.1 290 alpha
# ls -l /usr/bin/xemacs
lrwxrwxrwx 1 root system 40 Jan 17 12:08 /usr/bin/xemacs ->
../lib/xemacs-21.1.14/bin/xemacs-21.1.14

# ls RCS SCCS
RCS:

Executed xemacs from the above dir which contains two subdirectories
RCS & SCCS. then did 'Tools ->VC ->Load VC' from the menu.
again 'Tools->VC->CVS Update Directory' it opens one small window
with all the dir that are present from where xemacs is invoked. then selected
RCS dir & pressed <RET> key. It is not showing/picking RCS file from this dir.
What should have happened is:
