The same is true for me, though I had assumed it was some issue with my
terminal configuration or the like until now.

Could this be related to linking with the ability to use XEmacs with a plain
terminal? I have 21.5.b8 on Mac OSX (10.1.5) linked to work under XDarwin
and as a standard terminal application. When it is used as a terminal
application (not xterm), I see the LFD problem but not when I run XEmacs
from X. I also have 21.5.b8 on Win2K running in native mode and do not see
the problem there.
