You could do that with the variables but you can't get rid of the
dependency on GNU make that easily.
It might be preferable to do it autoconf style, and automatically
create the Local.rules that way, rather than burden the Makefile.
Note that doing on-the-fly checks in XEmacs.rules or Local.rules can
be extremely expensive because those files get included in every
recursive make, and there are a _lot_ of them in a make World.
