I personally like what I've seen of Roundup so far, as an example.
Here are *my* desiderata. This does not represent a consensus of the
board.
(1) It needs to accept submissions, additions, and status-changing
commands by email.
(2) Ditto for the web interface.
(3) It needs to have a nice web presentation. (they all do, so that's
not a problem, but there are better and worse an that's a
consideration.
(4) It needs to ping watchers on (a) new submissions to the issue or
(b) status changes (at the watcher's option).
(5) It needs to have ways of customizing the presentation, adding new
types of issues, merging and splitting issues, etc.
(6) It should be hackable by me and/or somebody with a long reliable
association with the XEmacs project.
(7) It needs to have a certain level of security.
