I know what this is, it should not be happening. You must be using
an uncompiled lisp library from XEmacs 21.5; this macro should not
be found anywhere else, and if the library were compiled it would have
disappeared (macros are not called, they are expanded).
Start XEmacs, evaluate
(defun globally-declare-fboundp () nil)
and try submitting a bug report again. If you can at least get a
formatted buffer, save that with C-x C-w and send it as a file
attachment. If XEmacs still doesn't work (I suspect it won't), we need
your XEmacs Installation file (it's wherever you built XEmacs[1]), and
platform (CPU and OS, including OS version). We may want other
information later, but that will do for starters.
