Files with gpl v2 or later

I think it should refer to the "XEmacs Package System" or some such. As far as I know it has no dependency (even optional) on XEmacs 21.5, and is not distributed with XEmacs 21.5, so there is no requirement that it be GPLv3. That's also inaccurate. *XEmacs* is not released under GPLv3, a specific set of *versions of the XEmacs codebase* has been released under GPLv3. *Anybody* can always fork from a GPLv2 version and release new GPLv2 versions.
