This works fine in (emacs-version) "XEmacs 21.0 \"Pyrenean-pre8\"

natively built on WindowsNT4sp3.
The M-x isn't even necessary.
Unfortunately the X version does not generate "alt-press-only" events
that you could bind to accelerate-menu.
