[Bug: 21.4.12] font size of special characters

Dear Bug Team! my xemacs 21.4 on linux shows the behavour of not changing the font size of spezial characters of the german language. I have this behavour in every font.The others characters are fine. It doesn't looks nice if you can see the whole text in, let's say 15pt with some characters in 12pt. How can I fix this? Thank you!
