Not at all. 21.4 is to be promoted as stable "soon". These are definitely bugs that should be fixed, whether they would go directly into 21.4 or not is a question of how invasive they need to be. I would think they generally just involve wrapping a couple lines of code in (when window-system ...); this should not be a problem.
