... until somebody gets around to fixing the bug where this file is
found by the package utilities.
If you are running recent 21.5 in place, pui can and will assume the
package-index in the source distribution is the index you want to use,
and happily overwrite it.
A simple solution seems to be just changing the name of that file to
package-index.BOOTSTRAP.gpg (I guess that pui will still put its
indices in $srcdir/etc/package-index.LATEST.gpg if you're running in
place, but pui changes to that file will no longer be reflected on
every CVS commit). I'm no longer familiar at all with the internals
of the package utilities, so somebody who is (Steve Y?) should check
on this.
