[PATCH] jde build problems [2]
This resolves the jde build problems and includes the ReleaseNotes.txt in
the kit doc dir.
Another kit needs to be built using this patch asap.

* Makefile (DATA_1_FILES): put ReleaseNotes into the kit.
(PRELOADS): preload jde.el to resolve innumerable macro
dependencies.
