I agree. The feature I had in mind is "no new major features", where
the notion of a "major feature" is left at the discretion of the
reviewers.
When we feel safe to do so, that freeze will be followed by a real
"no new functionality" feature freeze.
Maybe it is possible to freeze parts, i.e. really finish the dumper
and switch over to it.
That is an option, too.
