Well that must be it. Thanks Stephen for putting me on the right track. I had a dangling vm.el file in the vm package root that was not under source control!? It was like that on all three machines that I normally build on so it doesn't seem like a coincidence. But that is history now. After I checked out a fresh version of the vm package it worked on my laptop. So I have thus deleted the vm folder for the smoketest so the next build should hopefully now succeed.
