Eons ago, in my MSDOS port of GNU Emacs 19.19 (or so), there was a
visual bell option that did just this (divide the screen into a 3x3
matrix, and the center block could be flashed as a visual bell
indicator). The idea was that, as one's eyes are often looking near the
center of the screen, flashing the center of the screen would be more
noticeable; flashing the edges/border wasn't considered, as these would
be more likely to be in the user's peripheral vision.
